Private label 4d fiber waterproof mascara with mascara wands

Hello, I am starting my own makeup line, and wanted to inquire about having my own waterproof mascara. I wanted waterproof because I suffer from teary eyes and absolutely hate when my mascara run and Im outside. Along with having to pay almost $10 just for one tube that doesnt really last. Im look for a plan black tube (to put my label on), with a brush that can separate the lash hair for big eyes people like myself, as well as, my client with light eyes, and little lashes.
